A Government agency tasked with enforcing privacy (the Office of Surveillance Commissioners) advised the Environment Agency that they could be breaking the law with their abuse of surveillance powers. Despite this, the Environment Agency continued to use the same tactics for more than a year after this warning was first issued - possibly because the Home Office advised them that it was okay to continue as they were.
